EH Bildu will work to situate the institutions at the service of an integral resolution of the conflict, giving a response to the causes and consequences of it.

In the first place it is necessary to make an analysis of the current context:

  • The scenario created by the decision of ETA to definitively cease their armed activity is now consolidated and the Conference and Declaration of Aiete meant an undeniable milestone that connected with the majority feeling of Basque society.
  • The Spanish and French states maintain an attitude of blockage, acting deaf to the majority social petition of Basque society and the petitions that are being made from the international sphere and on numerous occasions, they have made a frontal opposition and violation of rights in front of the democratic demands and desires of a solution from Basque society.
  • A very different reality is what has been taking shape in our country thanks to the initiatives and commitments acquired in the past years by diverse political, trade union and social agents of the country, as well as the great social majority that demand solutions, choices and commitments for the overcoming and definitive and integral solution of the conflict. In this sense one has to review the unilateral contribution by the Gernika Agreement, which has brought with it a complete change in the matter of pacification and that has opened the doors to political normalization and coexistence based on the equality of Basque society.

Why does the situation of blockage exist?

  • The Spanish state is incapable due to their democratic weakness to recognize individual and collective rights, and they try to cover this democratic weakness with the achievement of a peace of conquerors and conquered. That way, through their demands they wish to achieve that in the resolution of the conflict there exist first and second-class citizens. They want to postpone the democratic maturity that brings peace and political normalization.
  • Because the Spanish and French states continue violating our personal and collective rights, confronting the desires of the majority of Basque society. The attitude that Madrid and Paris maintain is a scenario in which, for example, they continue detaining young people for their mere political ascription, and in which they refuse to recognize and respect the democratic and internationally recognized right of self-determination that belongs to all countries.
  • You only have to see the furious reaction of Madrid facing the demands of Catalonian society, which has already demonstrated majorities in the streets and in the Parliament.

Facing this blockage, we commit to developing the Declaration of Aiete and to work as a people in defence of all the rights of everyone without exclusions and in equality.

  • We consider that the Declaration of Aiete marks a valid roadmap and of complete validity for the resolution of the conflict, which also has the consensus of the political and social majority of this country.
  • The development of the Declaration, as well as the acceptance of the recommendations that the Declaration affects the Governments, ETA and political parties, agents and institutions, will allow to advance in a significant way in the integral resolution of the political conflict, that means, responding to the causes and consequences of the conflict together with other forums or initiatives that in fact are contributing a lot in their respective spheres of work.

We consider that this is the perspective with which one has to work from the institutions: the perspective of an integral resolution, without conditions and without exclusions.

  • The institutions have to be an active subject in overcoming the blockage and in the integral resolution of the conflict. This task has to be fundamental and one of the priorities of the diverse institutions of the country.
  • Therefore, in the area of the consequences of the conflict two of the main points of action must be the solution of the people who are prisoners and the recognition and reparation of the victims produced during the conflict, in that way installing the bases for reconciliation.
  • Referring to the political causes of the conflict, the institutions must work for the national recognition of our country and its’ right to decide and of course, for the effective respect of the popular will freely expressed by our people.
  • We consider that in the current context in which serious violations of human rights prevail, the diverse institutions must work in an urgent manner for overcoming all of them and specifically for one of the most flagrant: that which is derived from the dispersion which is applied to Basque prisoners.
  • EH Bildu believes that the proposal of any institution must respond to all of that, which means, that the institutions have to work at the service of an integral resolution of the conflict, counting with the participation of the social and trade union agents, and with the territorial perspective of the entire Basque Country.

Finally, we would like to point out that EH Bildu is committed to work with responsibility in all areas and institutions, with a clear objective: to situate the institutions at the service of an integral resolution of the conflict, giving a response to the causes and consequences of it, just as the majority of Basque society demands.
